Never in my years sitting on the bench have I seen this level of unprofessionalism , deceit and blatant disregard for rules as I've seen while working on this case. To make matters worse the gross misconduct is the results of an employee of a reputable organization.
Yesterday I received a document that represented the first correspondence from the program manager that addressed the specifics of the clients alleged misconduct. The client had never seen the specific nature of his alleged misconduct until it emerged in this progress note written by the manager on 03/22/2019. Approximately 2 months after he filed his grievance this document was sent to him by a counselor who had nothing to do with the grievance.
The manager never gave the client a written reply to his grievance as set forth in the center's grievance procedure. The begging question is why ? Why didn't the program manager give the client her rebuttal to his claims as outlined in the grievance procedure? She instead neglected his repeated requests, preferring to hide her opinion in an obscure computer file under the name "Progress Note". The file was given to Carey by a counselor who was not involved in the grievance.
Although the counselor was not directly associated with Carey's case, he was surely aware of it. Carey had consulted with him during a period in which he did not have an assigned counselor. As of the date of this letter the client still does not have a designated counselors.
During their times together Carey spoke of the difficulties he was having with the program manager in regard to her handling of his grievance. The counselor told him there wasn't much he could do since he was not his counselor. However, on 4/19/19 the client was surprisingly given the progress notes of his grievance meeting with the program manager. As Carey read the document, a nefarious motive behind the manager's delays seem to become increasingly clear. The begging question of why the program manager did not give the client her written reply as outlined in the grievance procedure appears to have been answered. Carey believes the program manager was willing to fabricate a false and/or misleading record because of her belief that the record would never be scrutinized by anyone outside her control.
Did Carey stumble across the tools of a kangaroo court? A kangaroo court is an unofficial court held by a group of people in order to try someone regarded, especially without good evidence, as guilty of a crime or misdemeanor. The "progress note" tells the fictional story of untruths. But her plan backfired when she wrote that she would call right then and the client could dose that day. That entry by the program manager is the proverbial nail in her coffin of lies, so to speak.
Their meeting started at 11:30 am, so Carey had already taken his required dose at 8 am that day and the dosing window closes at 9:45 am. It's not plausible that he would be in a discussion about dosing that day. And, he certainly was not interested in leaving his recovery based friends and family. The program manager willfully misconstrued the events of that day in an attempt to frame the client as a disgruntled patient. For example she writes:
"Counselor told him that was not true and that if we make a referral to them they can get him in that day and dosed that day. Client did not respond to this"
As you can see, the manager had a nefarious agenda on her mind when she wrote those fraudulent words. On the surface the manager's progress notes appears innocent of any wrongdoings. However, a critical examination of it contents and subtle messaging exposes the underbelly of a purposeful misconstrued chain of events. A document of this nature works in a closed court. The client is not given the opportunity to argue in his own defense nor present supporting evidence of his innocence. Furthermore, in a kangaroo court the prosecutor is also the judge. In this case they're one in the same, the manager of the treatment center. This client, Carey, has been stripped of his take-home privilege, causing unreasonable financial and personal burden for a alleged violation of a rule that does not exist. The program manager writes:
"Counselor asked him what he did with the left over dose if he did not take it all. Client stated that he would flushed it down the toilet. Counselor told him that he is supposed to bring the unused medication back to us to be destroyed"
Case in point, there is not a single rule or regulation that speaks to the manager's assessment of the disposal of medication. The clients have not received any such rule. Therefore it's unreasonable to believe that Carey knowingly violated a company policy when said policy does not exist. Yet, in a kangaroo court that truth is a moot point. It will never be presented as evidence of Carey's innocence.
In the last half of the document the manager framed a fictitious account of her incurring Carey's wrath as she tried to advise him of an effective means of achieving his alleged goal of obtaining more methadone. That's the false image the manager was attempting to sell.
It's safe to say that if the manager's "progress notes" had not been leaked to the client, that document alone would serve as the primary and only source of information concerning the ongoing affairs of Carey's grievance and his interactions with the program manager. In such, we have exhibit "A" in the formation of a kangaroo court.
To an untrained eye the progress note may have been successful in promoting the images of a soft spoken manager who is innocent of all wrongdoing. However, unfortunately for the client, the "progress note" also promotes the image of an unruly, loud and less than average thinking substance abuser whose only desire was to obtain more drugs. We now know that contrived, made-up image does not represent this young man, thus it exposes her sordid details. When we discovered the pattern of the manager's fictitious accounts of the meeting, we were compelled to uncovered more false and damaging portrayals of our client, Carey.
Needless to say the progress note was intended to serve as a character assassination by painting the manager as the quintessential "good guy" and the client as the stereotypical "bad guy". However, in the eyes of a skillfully trained investigator the progress note reads quite differently. Additionally, although our friend has not mentioned "race" as a point of contention, it should be noted that the manager does not share skin colors with our client. One is an African American, the other is what is commonly referred to as Caucasian or white-skinned.
The begging questions are how did the manager maintain this hoax for so long? What was her motive and if there are others? How many other clients could she have harmed? Until an investigation is initiated, only the manager knows for sure. She will most certainly plead innocence, at first, yet, the preponderance of truth leans heavily toward her guilt.
"The arc of the moral universe is long, but it bends towards justice."
With that in mind, if I was her supervisor or if she worked in my organization, I would quietly request a meeting with her. I would not accuse her of anything at that time yet I would temporally suspend her with pay, while we secured her files. If their computer systems are equipped with time and date stamps on each file, when opened, her ability to change data is limited. If their system is not so equipped, her ability to make undetected changes must be scrutinized. I would advise her not to talk to any other employees about this case. If it's necessary I'd provide her with some of the material we are concerned with. It's always best to start an internal investigation before the feds arrive to do theirs. This case reeks of foul play that could have been avoided if only the manager would have admitted her error in judgement, instead of attempting to cover it up and/or justify and/or rationalize her mistakes.
I felt strangely complicit in this case because I couldn't stop her, and families lives were in the balance. However I decided to do my fair share to bring this injustice to light by writing this piece and helping a fellow veteran. It's a trite phrase but fitting in this case: "The truth will set you free."
We have received several calls on our helpline. Some were very specific in detailing with other abuses at this treatment center., CADS. Some only needed a place to vent their frustrations.We are compiling a list. We will forward it to the proper organizations.

After reading his grievance this issue became very clear. I read all the post too. Without a doubt this client was not treated fairly. Its clear that the manager did not think anyone would ever see or hear his side. She probably even tricked her bosses by only telling them what she wanted them to know. I wonder if her bosses ever read his grievance? If they did I wonder why they did not correct her? The manager in the first place could have told the client that she made a mistake and then give the client back his priviledges but maybe she wasnt that kind of person who can admit her misstakes. maybe her power went to her head as my mother would say. She got so drunk on power that she just avoided all rules and made up her own. Thats what I got from that kangaroo court thing. As long as nobody heard his side of the story she could do whatever she wanted to do. I wonder what she has against this guy? He seems like a smart guy. I hope that withdrawal didnt hurt him. Peace.

It's my opinion that the manager tried to hide the truth. Our president is also using Paul Joseph Goebbels propaganda tool.
I had DWI and I had to go to CADS as part of my sentence. I never went in the back rooms but i heard about the died blonde with short hair. I thought she was the manager. I saw her bossing the clients like she was over them. When I found out she was only the door monitor I couldn't believe it because she acted like she was running the place. I am glad I completed the program and I never saw that other woman Leah.

I do not understand what has taken place? Is this an ongoing grievance between an employee and an employer? It reads as if a patient has been denied some type of medical care. If that is true, from what I have read the program manager could have responded to the patient and the case would be closed. But from what I read the manager was stubborn or afraid to let his complaint move forward. What the hell is she hiding? From what I've read she does not appear to be management quality. I could not trust her on my team. Why didnt she simply reply to the grievance? I wish I was a fly on her wall. she must have a bevy of excuses... or Big Kahunas :-(
I have read this and I am also a client and although I agree with some of it, I also no that theres more to the story! I do not think he is telling the whole truth! While some of the clinics actions are inexcusable I do not think the clinic is such a horror story as it has been described!! I also really like shari a mb d think she just doesn't put up with peoples bs! When your not being sneaky and doing what your suppose to, she is very pleasant and likeable!! I think others have been not doing what their suppose to and that's why she is coming down on them! Just abide the rules and keep your nose clean! Easy!
@ the client above. So the clinic is bad but not such a horror story? I think we need facts Miss, nothing but the facts. The clients need to keep their nose clean? Would that push the staff to treat the client with more respect? You do not think this client is telling the whole truth? Facts, nothing but the facts, please. I think his case is easy to prove or disprove. Has she or has she not returned his grievance? Did she let him lapse into a withdrawal that she could have stopped, That is very cruel and sick if it is the truth. Nothing he could have don deserves that slow death march. Have you ever tried to withdraw from methadone? From what I heard only a small few ever make it. Facts, nothing but the facts. That is easy to solve. look up in the nurse's log and see if he had doses for 7 days. Facts do not tell lies but it appears the clinic has told alot of them. And this shari is a pleasant person if everybody is keeping their nose clean? Her job of being a professional should not depend on the client's behavior. She should lead by example but your making excuses and rationalizing her poor behavior. Facts please. Your defense of them hurt them more than helped. @ the person that said " I do not think he is telling the whole truth!" I have a question. Is there more truth that you would like to tell us? If he did not tell all the whole truth, please share the rest so we all can get a better understanding of this unfortunate event?
1. Has the client received a written reply to his grievance?
2. Did this Miss Leah allow him to lapse into withdrawal when she could have stopped it several days prior to the day she finally did? Is it also true that the client actually was in the same room with the manager asking for her compassion and understanding of his predicament.
3. Was the manager the person that initiated the withdrawal?
4. Is it the truth that the client phoned her several times and wrote her several letters begging her to stop that action? Even prior to the 3rd, 4th, 5th, 6th and 7th day of his grueling withdrawal did she have the power to save his life?
5. Is there a regulation (government or at that clinic) that mandates a manager to force a client into withdrawal from methadone unassisted by a medical doctor? Is it feasible to believe a regulation or company policy would mandate that a patient/client should be forced into withdrawal, and that withdrawal should never be interrupted even if a client's health is fading near death?
6. Is the manager, leah's superiors knowledgeable of her actions? Has she spoken with her supervisors and asked for their help or suggestions?
7. Has the client followed Cads grievance guidelines? If not would that be grounds to immediately terminate his dosage of methadone, which could cause him severe harm?
8. Has the manager followed the same guidelines
9. Has the client repeatedly asked the manager to reconsider her actions? Has he given her several chances to redeem herself without requiring anything from her other than to follow CADS guidelines?
10. Are there any clients and staff members who will attest to the clients repeated requests and the managers behavior?
11. Has the manager willfully put the client's life in harms way?
12. Is this client well-mannered. Does this client treat everyone with respect? Is he respected by his piers?
13. Has other clients who have been forced out of the manager's program by way of an
Administrative Withdrawal Order died within the last 3 years? If so how many and do you know their names?
14. If the answers above are "yes" would the number of clients who fit that category be 10-20 people?
15.Is the back door Medical Clerk fair and honest?
16. Does the back door Med Clerk play favorites?
17. Has the back door Med Clerk every divulged the names of clients who are scheduled for a UA prior to that scheduled day? Has she "tipped" or "warned" a client that their name came up for a specimen drop, prior to the day of that drop?
18. If the answer to the above question is affirmative, are you in possession of proof to support your accusation? Would the individuals in question be willing to testify to those allegations?
@ the client who said "although some of the clinics actions are inexcusable I do not think the clinic is such a horror story as it has been described!! ". Now is your time to tell "the whole truth" as you phrased it.
What exactly are the inexcusable issues and the positive actions of the center? How did the other clients lie about the manager and the person known as Shari? Please list the details so this matter can be solved.

It should be noted that when my team decided to take on this task on this unusual platform, one of the major requirements we asked of the veteran, aside from his agreement to pay any "unusual" expenses, was for him to tell the truth. As the trite phrase goes "this is not our first rodeo". We could not run the risk of having a veteran lie to us only to have the issue blow-up in our faces. Therefore we even required this client to submit to a polygraph test if one was asked of him. Without hesitation he agreed.
Now we are at a point where we feel its necessary to share some of the questions and answers we have received from all the posts and our helpline. We are looking for NOTHING BUT THE TRUTH. However, that said, if from your perspective you disagree with a statement or "fact" as presented in our post, it is our hope and desire that you share your fact based opinion with us.
